During the Hays Code era, it was taboo (and against Hollywood regulation) to portray openly queer characters. Filmmakers got around this with euphemisms and other slight of hand gestures like costuming, accents, and gazes. And the character of Waldo Lydecker definitely falls into that category, and was played by real life homosexual Clifton Webb.
